Consecration appears in the Holy tree’s Classic-removed list for snapshot 1.60.1.70790, so there is no Consecration talent row to spend points on. Consecrated Ground is a different, new talent whose text refers to enemies entering Consecration; the page shows the data as published rather than restoring the missing spell.

Which Paladin tree does the leveling route use?

The generated starting route uses Retribution and then puts seven points into Holy. Retribution supplies the damage and seal tools in the route scoring, while the Holy spillover reaches Spiritual Focus and Improved Seals. Use Holy or Protection instead when your goal is healing or shield mitigation rather than the route’s damage-first priorities.
